There is a little bit of hair around my penis and it feels like a layer of skin grew around my testicles but the main testicle has not grown and I find my self extremely attracted to women can get a boner and a orgasm….. I think not quite sure what that feels like but pretty sure I felt it but no cum so have I?

Keep in mind that puberty is a gradual process. The changes take time and don’t happen exactly the same for every one.
I can remember the first time I had an orgasm it just felt like one little squirt of something came out, but there was nothing there. With time the sensation became stronger and there were more contractions and there was semen, just a tiny bit at first and gradually more and more.
This probably took place over 18 mths or more. Just be patient and enjoy the new feelings. You are very normal. We’ve all been there.

Yeh mate you’ve started puberty; all of the above you’ve mentioned is normal. Dont worry if you dont ‘come’ yet thats also normal and one day it will just happen.

They will dangle more as scrotum grows.
It is possible to have orgasm before puberty, but other things suggest you are some months in.
